Recipients of social benefits

A person receiving social benefits on the basis of section 140 of the Social Welfare Act is entitled to health insurance.

An Estonian citizen who has migrated from a foreign country to Estonia or a person of Estonian origin and their spouse, child, and parent at retirement age that have migrated to Estonia with them have the right to monthly social benefits in the amount of the state pension if their monthly income is below the state pension rate. Information on the returnee allowance can be found here.

Insurance will commence upon making the entry into the health insurance database.

Insurance will be terminated when the conditions that give the right to health insurance are not met. The data is submitted by the Social Insurance Board.

You can check the validity of your health insurance in the service ‘My current account with the Health Insurance Fund’ of the state portal eesti.ee, by phoning the Health Insurance Fund’s customer service (+372) 669 6630.
